Mary Blank, Lucille Gorges, Gerry Plotts, Patty Little Minutes The
Trustees reviewed the minutes from January 7 and January 16, 2008. Mary
requested that corrections be made to the January 16th set to clarify
that Citizens Bank was recommending that the Trustees enhance the
coverage on their accounts over and above the coverage provided by FDIC.
The Trustees voted unanimously to accept the minutes of January 7 and
the minutes of January 16th corrected to clarify the enhanced collateral
program offered by Citizens Bank. Trustees of Trust FundsAudit Mary
noted that she was collecting the required documentation to comply with
the upcoming annual audit. Budget
Hearing Mary
reviewed the schedule for the budget hearing. She noted that she and
Patty had attended the budget meeting with the Budget Committee and the
Selectmen. Although no changes were recommended to the budget, the
Selectmen did inquire whether the Village Cemetery mowing project had
been put out to bid. Mary explained that the Trustees did not issue a
request for proposals for the mowing because they were satisfied with
the current contractor and Trustees did not get multiple quotes in
response to their published RFP. Mary continued that there was no
requirement for multiple proposals and that this was a recommendation
only. Investment
Rates In response to concerns relative to declining interest rates on the Trustees’ investments, Mary reported that the interest rate had declined from 1.72 % in January of 2007, 1.42% in July of 2007, 1.72% to .81% in December of 2007. She continued that she would contact Bev Tilley of Citizens Bank and a representative of the Municipal Bond Bank to discuss options for the Trustees. Mary noted that the Municipal Bond Bank would not offer a checking account service. Cemetery TrusteesAnnual
Report Mary
requested that Patty draft the annual report that would highlight
activities of the Cemetery Trustees and the Trustees of Trust Funds for
2007. Decedent
– James White Mary
reported that it would be necessary to get legal advice as to what
process the Trustees should follow in acquiring ownership of the
cemetery plot previously sold to James White. The cemetery deed has a
handwritten notation which reflected the fact that the deed had been
given back to the town. No further verification of that act has been
found. The cemetery deed was purchased in 1994. James White is deceased. Proposed
Cemetery Rule Changes The
Trustees reviewed several proposed versions of the cemetery rules that
would appear as warrant articles at the 2007 Town Meeting and which
would be the subject of a required public hearing. Submitted, |
