Marlow Planning Board -- January 9, 2008 / Unapproved Minutes Of Meeting

Present: 

Joe Feuer (Chairman), Lyle Handy, Sr., Bonnie Hazelton, Mark Lanier, and Michael Puschaver

The meeting was called to order at 7:00. The minutes from December 11, 2007 were read and unanimously approved as typed.

Communications Directed to the Board:

  • Mr. Feuer gave Mr. Lanier the annual notice sent from the Census Bureau, requesting the number of permits that led to actual houses being built (in Marlow).

  • The Marlow Selectmen notified the Planning Board that they would be determining the budget for next year for the planning board, at a designated time during special meetings on January 26 and February 2.

Reports from Committees/Officials:

  • Mr. Lanier requested that the planning board consider increasing the amount of building permits, in order to cover his expenses (specifically travel costs) in following up on those permits. It was determined that rather than change the permit cost, Mr. Lanier should present the Selectmen with his expenses, and request appropriate travel reimbursement.

  • None

Other Business:

  • Bob Allen, who was only able to stay for a few moments, gave the board a copy of possible ordinances and policies pertaining to cell towers. The samples came from Walpole and other towns that have extensive requirements written out in their zoning ordinances. He was unable to stay to discuss the amendments. But Mr. Feuer suggested that perhaps Mr. Allen’s suggestions could be covered more simply using the wording he had come up with for addressing a request to build commercial wind farms. In both cases, the ordinance could read that Commercial Wind Farms and Telecommunication Towers would be allowed in the appropriate districts (the R-10 and the R-L), “only by special exception.” This wording would require a special hearing by the Zoning Board of Adjustment, at which time, the appropriate criteria could be addressed. The board agreed to the amendment and moved to schedule a public hearing adhering to the time limits required to bring this to the voters in March. Mr. Lanier agreed to speak with Mr. Allen about the board’s decision.

The meeting was adjourned at 8:08 p.m.

The Marlow Planning Board will meet for the Public Hearing, on Thursday, January 31, at 7:00 p.m.

The next regular meeting of the Marlow Planning Board will be on Tuesday, February 12, at 7:00 p.m.
