Marlow Planning Board -- January 9, 2007 Unapproved minutes of meeting

Present: Joe Feuer (Acting Chairman in Mr. Despres’ absence), Greg Farquhar (representative from Selectmen), Bonnie Hazelton, Carla Kirsh, and Michael Puschaver

Absent: Ray Despres, Lyle Handy, Sr. 

The meeting was called to order at 7:05. The minutes from December 12, 2006 were read and unanimously approved with the correction of “ordinance” changed to “state law“, in reference to the denial of a building permit to someone on a Class VI road.

Communications Directed to the Board:

None

Reports from Committees/Officials:

Mr. Feuer, as Marlow’s Building Inspector, reported that he had recently been in touch with the NH Department of Safety and the telephone company, in regard to a discrepancy on the 911 maps. The map dropped the “Old” on “Old Main Street” but the street sign says “Old Main Street”. Some discussion followed as to whether we change the sign or insist the map be corrected. Seven families live on that street at this time.

Unfinished Business:

  • The Planning Board discussed the Public Hearing and the status of amendments at this time. Despite some concerns about the steps leading up to the hearing, it was determined that we should move ahead with presenting the definition and amendment in regard to Large Scale Retail Development to the Voters.  

  • Ms. Kirsh suggested that before spending more time on the other amendments (Impact Fees and Large Scale Residential Development), we review what other towns our size have used for definitions and guidelines. Mr. Feuer stated that the Office of Energy and Planning may have copies available of other towns’ zoning ordinances.

None

The meeting was adjourned at 8:45 p.m. The next regular meeting of the Marlow Planning Board will be on Tuesday, February 13, 2007 at 7:00 p.m.

The Marlow Planning Board is requesting the following to be voted on by the town in March. A public hearing was held on December 12, 2006.

AMEND the Marlow Zoning Ordinances by:

Adding the following definition to Article II, Section 202 (inserted alphabetically):

Large Scale Retail Development:

Any retail store(s) whether located in a single building or combination of buildings which exceed(s) 12,000 square feet.

 

AND

Adding Paragraph 408.6:

Notwithstanding any other provisions contained herein, the establishment of any large-scale retail development (as defined) is expressly forbidden in any zone in Marlow.
