Marlow Planning Board -- November 14, 2006 Unapproved minutes of meeting

Present: Ray Despres, Greg Farquhar (representative from Selectmen), Joe Feuer,  Lyle Handy, Sr., Bonnie Hazelton, Carla Kirsh, and Michael Puschaver

The meeting was called to order at 7:03.  The minutes from October 11, 2006 were read and unanimously approved as typed. 

Communications Directed to the Board:

  • Mr. Despres read an invitation the board received to a live teleconference on Cell Tower Regulations, to be presented on December 5.

Reports from Committees/Officials:

  • None

Unfinished Business:

  •  The Planning Board  and Jason Little discussed the proposed protective ordinances to limit large-scale development in Marlow.  Once the  board decided on the wording for each, it was determined that we would have the public hearing at our next regular meeting. The secretary agreed to post the announcements around town and in the Keene Sentinel.

Other Business:

  • Sean Hathaway was present to ask clarification about which zone his property is in; he lives in Unity but owns a 100-acre lot in Marlow, off Route 10 and Fox Hill Rd.  The Planning Board determined that his entire property is in the R-2 District.  Before leaving, Mr. Hathaway voiced his concern about the extra costs to property owners, involved in the new amendments that the Board is proposing. He stated that he felt there were several potential cost-prohibitive issues.

  • Dan Smith was present to find out how he could go about changing the lot size requirements in the RL-20 district -- reducing the minimum requirement from 20 acres to 5 acres.  He proposed that he and others in town cannot afford to purchase that much land and then build only one house on it.  The Planning Board explained the process of changing the zoning laws, which requires a petition, public hearing and then a town vote in March.  They also discussed the validation of our 20-acre minimum requirement, by the residents who developed the Master Plan (2003) and those who responded to the Land Use Survey this year.  And Mr. Feuer added that there are several grand-fathered lots that are less than 20 acres, that might be more affordable.

  • Rodney Elliot was present to request a letter from the building inspector; he wants to begin building on the 5.6 acres he owns on Marlow Hill -- Mr. Feuer promised to write the necessary letter.

The meeting was adjourned at 8:45 p.m. The next regular meeting of the Marlow Planning Board will be on Tuesday, December 12, 2006, immediately following the Public Hearing.
