Marlow Planning Board -- September 12, 2006 / Unapproved minutes of meeting

        

Present: Ray Despres, Joe Feuer, Greg Farquhar (representative from Selectmen), Bonnie Hazelton, Carla Kirsh,and Michael Puschaver

Absent: Lyle Handy, Sr.       

  • The meeting was called to order at 7:05. The minutes from June 13, 2006 were read and unanimously approved as typed. (The Planning Board did not meet in July or August)

Communications Directed to the Board:

  • Mr. Despres read a letter from the town of Chesterfield regarding their plans to have a cell tower constructed.

Reports from Committees/Officials:

  • Selectman Farquhar updated the Planning Board on the status of the U.S. Cellular tower on Marlow Hill. Despite the expiration of permits and options, U.S. Cellular does intend to re-apply and possibly begin building yet this fall. Ken Kozra has been in touch with the Marlow Selectmen on a regular basis.

Unfinished Business:

  • Mr. Feuer reported that Mike Carlin (owner of property on Mansfield Rd -- Map 408, Lot 19) may attempt to work out a boundary adjustment with an abutting property owner, thus giving him property with access to Washington Pond Road, and thereby the right to build on his land. The Board had previously discussed his need to upgrade the Mansfield Road in order to build.         

Other Business:

  • Jason Little was present to discuss the development of protective ordinances to limit large-scale development in Marlow. He told the board that several new laws have recently gone into effect, dealing with towns/cities’ plans to limit and/or control large-scale development, looking at the impact development has on the town‘s budget and services. He reviewed sample amendments from other towns in New Hampshire in regard to:

  1. Limitation of the size of retail stores

  2. Monitoring the number of building permits per year, and

  3. Impact fees

The Planning board spent the rest of the meeting working out specific wording for proposed Marlow amendments on #1 and #2. We agreed to review #3 and come back to it during our October meeting. Discussion followed on the necessary timeline for including these new proposed ordinances in Marlow’s Town Warrant.

The meeting was adjourned at 8:54 p.m. The next regular meeting of the Marlow Planning Board will be on Tuesday, October 10, 2006, at 7:00 p.m.
