Marlow Planning Board -- November 8, 2005 - Unapproved minutes of meeting

 

Present: Ray Despres, Joseph Feuer, Michael Puschaver, and Bonnie Hazelton          

 

Absent: Trish Rogan and Carla Kirsh

 

The meeting was called to order at 7:10. The minutes from July 12 and October 11, 2005 were read and unanimously approved.

 

Old Business:

 

Kenneth Kozyra, the agent for U.S. Cellular, had communicated with the Selectman concerning his efforts to find mention of Dennis Richmond deeding the property to the town of Marlow in the 1970s. He is in the process of doing the title search necessary to completion of the deal.

 

Mr. Despres read a letter from A&D Klumb Environmental LLC, (dated 8/17/05) notifying the planning board of their assignment as a subcontractor to determine whether the proposed telecommunications tower would adversely impact properties of historical significance nearby.

 

Mr. Feuer had the most recent draft of the new Zoning Ordinance book, this one completed by Dave Galluccio. The map was completed by Paul Lafreniere. Mr. Feuer had proofread this draft and requested the Planning Board Secretary also proofread it and then return it to Mr. Galluccio, who will make the final corrections.

New Business:

 

Joe Feuer read a letter he had received from Landmark Land Sales, LLC, (dated 10/19/05) regarding a subdivision that was granted in 1977, of a parcel of land on Marlow Hill Road, known as the former “Foote Farm”. Part of the agreement was to utilize part of this property (Lot D) as a “turn-out/turn-around” for town vehicles. At the time, John P. Burrows and Gibert Bailey met the requirements of upgrading the road for travel and year-round maintenance. In the almost 30 years since then town vehicles have used this turnaround. Mr. Feuer stated that the letter was sent in reference to recent issues of a property owner closing off the turnaround. Selectmen will follow through with responding to the issues, by discussion with the Marlow Road Crew and Road Agent.

 

The Planning Board discussed a letter sent to Selectmen and Planning Board, from the Office of Energy and Planning in Concord, regarding the town’s floodplain management regulations. It seems that in order to qualify for the National Flood Insurance Program offered by FEMA, Marlow must update and clarify its floodplain management regulations, using the language and format suggested by the OEP. In order to add the new material to Marlow’s zoning and subdivision regulations, it must be adopted by the town at March’s town meeting. Discussion followed and the planning board agreed to hold the necessary public hearing first.

The meeting was adjourned at 9:00 p.m. The next regular meeting of the Marlow Planning Board will be on Tuesday, December 13, 2005, at 7:00 p.m.
