Marlow Planning Board -- July 12, 2005 / Unapproved minutes of meeting

Present: Ray Despres, Trish Rogan, Carla Kirsh, Joseph Feuer, and Bonnie Hazelton

The meeting was called to order at 7:14. The minutes from June 14, 2005 were read and unanimously approved as corrected -- all references to “Cellular One” changed to “U.S. Cellular.”

Old Business

Kenneth Kozyra, the agent for U.S. Cellular, was present to discuss plans for the proposed cell tower on Marlow Hill. He made a short presentation and the Marlow Planning Board determined that the proposal be forwarded to the Marlow ZBA. Since Marlow’s Zoning Board of Adjustment presently has no chairman, the Planning Board secretary agreed to contact the ZBA secretary (Deb Lyons) with that information. Mrs. Lyons can then contact Mr. Kozyra directly concerning the necessary public hearing.

New Business

Harlen Maguire was present to discuss his plans to build the first of 3 storage units on his 5-acre lot at 53 Old Newport Rd. The unit will be 30 ft. by 60 ft. and hold 13 stalls of varying sizes. His plans include no need for septic, running water, heat or insulation. The building will be fenced in. He wanted to confirm the setbacks required for the building, and he discussed his plans to push it even further back, should the town of Marlow ever choose to purchase land from him to add to the piece already owned by the town, directly between his property and Rte. 10. Mr. Feuer reminded him that he would also need to turn in an approved driveway permit from the state.

Michael Puschaver was present for the entire meeting and expressed his willingness to become involved in town government. He moved to Marlow last February. He agreed to consider joining the Marlow ZBA and/or Marlow’s Planning Board.

Mr. Despres discussed his appreciation for the book, A Hard Road to Travel: New Hampshire Law of Local Highways, Streets and Trails. He suggested the town obtain another copy for the Planning Board. A discussion followed regarding the responsibilities of property owners living on Class VI roads.

The meeting was adjourned at 9:00 p.m.

The Marlow Planning Board does not intend to meet during the month of August. The next regular meeting of the Marlow Planning Board will be on Tuesday, September 13, 2005, at 7:00 p.m.
