Marlow Planning Board -- November 9, 2004 / Unapproved minutes of meeting  

Present: Joseph Feuer, Deb Monty, Bonnie Hazelton, Carl McConnell, Deborah Washburn, and Ray Despres    

Absent: Trish Rogan (who called ahead to explain her absence)

The meeting was called to order at 7:10. The minutes from October 12, 2004 were read and unanimously approved as typed.

Old Business

The Planning Board reviewed the “Procedures for Obtaining a Building Permit” form -- Mr. Feuer had made the requested changes and revised the format to make it “user friendly.”

Deb Monty reported that the Road Committee, during their most recent meeting, had reviewed the driveway regulations written up by Tony Davis. He intends to have the guidelines printed up and then ready to hand out to anyone putting in a new driveway.

Mr. Feuer reported that he had received confirmation that the US Postal Service has agreed to mail delivery for Marlow residents living on Marlow Hill.

The Planning Board reviewed the wording for proposed Article #4 relating to an amendment to Marlow’s Building Regulation, in regard to septic systems. The proposed article removes outdated language and brings Marlow’s code into conformity with current practice.

New Business

Mr. Feuer reported that someone had approached him about purchasing a 40-50 acre lot on Washington Pond Road, in order to make it a recreational lot, for 4-wheelers. The lot is presently land-locked, and Mr. Feuer advised him to come to the Planning Board Meeting this week. He was not present.

Liz Davis was present, representing a committee of concerned citizens who have been meeting in regard to better animal control and animal care in town. She explained to the Planning Board that they would like to amend the Marlow Zoning Ordinance to address “kennels” and utilize relevant sections of the Federal Animal Cruelty Prevention Laws, in order to provide more guidance to the animal control officer. Discussion followed regarding the rough drafts of proposed Articles she presented.

The meeting was adjourned at 9:20 p.m.

 The next regular meeting of the Marlow Planning Board will be on Tuesday, December 14, 2004, at 7:00 p.m.
