Present:
Ray Despres, Joseph Feuer, Bonnie Hazelton, Carl McConnell, Deb Monty, Trish Rogan, and Deborah Washburn
The meeting was called to order at 7:07. The Chairman introduced the three new members of the Marlow Planning Board. Deb Monty is the new ex-officio member from the Marlow
Selectmen. And Trish Rogan and Deb Washburn were sworn in and welcomed as new members.
The minutes from April 13, 2004 were read and unanimously approved as typed.
PUBLIC HEARING - Henderson Subdivision
The Planning Board Secretary confirmed that all abutting property owners had been notified of the public hearing, by certified mail. Only
one property owner was present. Travis Royce of Landmark Land Services, LLC, was also present to discuss the proposed subdivision of the property owned by Sarah and
Benjamin Henderson (Map 405, Lot 3) on Route 10. Mr. Royce reviewed the maps with the new members, and pointed out one minor change, since the last meeting.
All 3 lots meet the minimum requirements for acreage and road frontage in the R-10 zone. However, it was brought to the attention of the planning board that perhaps all of the debris had not yet been
removed from the property. And there was concern about the intersection of the driveway leading to Lot 2 with an existing Class VI road. When
the driveway was originally put in, it rendered the road impassable. That situation apparently hasn’t changed. The Planning Board
voted to withhold approval of the Subdivision until there was satisfactory removal of the trash and an evaluation of the condition of the Class VI road. Several members of the board agreed to meet on Monday,
May 17th at 4:00 pm, for a special site visit to the property. Pending that site inspection, no other action was taken on the subdivision.
Old Business
Mr. Feuer read a letter from the office of Charlie Bass -- actually a copy of a letter Congressman Bass had sent to James Adams, Postmaster for this area of New England --
reminding Mr. Adams that he had agreed to review Mr. Feuer’s request for mail delivery on Marlow Hill, “in the spring.”
New Business
Mr. Feuer and James Elliot presented a rough drawing of some proposed changes to the layout of the Marlow transfer station. The changes
involve moving and widening the ramp next to the demolition dumpster, and then moving the other dumpster (for metals, appliances, etc.) to the other side of the ramp.
Mrs. Monty described the intention of the Marlow selectmen to put all current practices into written form, and then specifically shared a written summary of Class VI Roads.
Each member read the summary and a discussion followed. Mrs. Monty also mentioned that a representative from Verizon has approached the Selectmen about constructing
a cellular tower on the old town common on Marlow hill. The board stated that approval for that project would have to be determined by the Planning Board and/or the Zoning Board of Adjustment.
The meeting was adjourned at 10:00 p.m.
Mr. Feuer reminded members of the scheduled site inspection of the Henderson property on Monday, May 17 at 4:00 p.m. The next regular meeting of the Marlow Planning Board
will be on Tuesday, June 8, 2004, at 7:00 p.m.
